I say tie more things to fence (like flea market commissions or cheaper insurance) or even lower the scav cooldown if you get killed by a player scav and didn't kill any non-hostile scavs; something noticeable like 25-33%.

You could literally start a scav, run straight to extract and sell all the stuff you were given and come out ahead.If you achieve Scav karma level 6, you will also get access to an additional sales tab that offers a 30% discount. Leading to a scenario where all AI scav is shoot u on sight, with u having shit gear. Fence reputation correlates with your scav starting gear. With higher fence reputation you're more likely to have better weapons, armor and heal, plus keys / lab keycards in backpack. Also your scav cooldown is lower with higher fence reputation.Below is a breakdown of every loadout I have had since hitting 6.0+ Fence rep. Every Headset, Helmet, Armor, Weapon, Rig, and Backpack that I spawned equipped with, as well as some additional interesting/valuable items I had in my backpacks.
